Dust control is not dust elimination.
Calcium Chloride attracts moisture, and this is what makes it an excellent dust control product. LIQUIDOW™ is produced from natural brine deposits found underground, so it is safe for the environment.

Lucas County requires a permit for dust control applications. Binns & Stevens will submit that permit for you.

APPLICATION DEADLINE: April 5th, 2024 – No Late Applications will be accepted. 
This allows the county time to process the permit applications and prepare the roads for dust control. If you miss the deadline, you will not be able to get dust control this year. 

Due to weather, road, and traffic conditions, two applications are recommended. A minimum length of 400 feet is REQUIRED.

Please have area to be treated clearly flagged and visible at each end for the ENTIRE season (May to October). If flags are not visible, drivers will use their own judgment for location. PLEASE NOTE: All spots will be measured. Any footage flagged over the amount ordered will be billed to the customer. If you are unsure of flag distance and do not want more than ordered, please indicate that on the application.

Flags are available at the Lucas County Courthouse. If flags are not visible, drivers will use their own judgment for location.

The Applicant Agrees to the Following Stipulations:

1. The Applicant will place two (2) flags to identify the location of dust control during the entire dust season. The flags are to be installed and maintained by the applicant. If flags are not visible for the entire dust control season, the area could be bladed at your expense.
2. The Applicant/Contractor will give two (2) weeks notice to the office of the Lucas County Engineer prior to the intended application of the dust control in order that the road may be bladed and shaped by the County. Lucas County will not deviate from its maintenance program to haul rock to specific calcium chloride sites. Therefore, this application does not guarantee that new surfacing material will be placed on the designated section of road prior to treatment.
3. The applicant is responsible for maintaining a suitable driving surface on the treated section of the road. Failure to fill any potholes, which develop, will result in the scarifying for blading of the affected area. This will be done without prior notice to the applicant to restore the treated section of road to a satisfactory driving surface.
4. The undersigned applicant(s) hereby covenant and agree to accept any and all liability in connection with any accident which might result at the time of the application of the dust control or any accident which might occur at a future date as a result of the treated condition of the road. The undersigned hereby covenant and agree to indemnify Lucas County for any liability which might occur as a result of the treated condition of the road in consideration of Lucas County’s permission to the undersigned to treat said road.
5. This agreement will become effective May 1st of the present year and will expire on October 1st of the present year.

By completing and submitting the following application, I, the applicant, acknowledge that I have read and understand the above Lucas County Dust Control Policy.
